She's an ondine - a water nymph. Pearl was more inspired by the amazons than the ondine myth, though. She has no right breast because she's a warrior, thus, it works as an advantage when throwing spears or shooting an arrow.
She isn't the only one. Ondines vary in color and size, and even species =3 Ondines are the female warriors chosen to serve the Queen - the underwater world has a government centered around the figure of a woman. They can be from many different races. Ondine is merely a rank.
